Non-compete clauses are no longer enforceable anywhere in the USA, and NDAs must be very reasonable to be legally binding. Signing an agreement doesn't automatically make it legal. NDAs require many specific conditions to be met, and their enforceability varies by state. If the other party breaches a contract, NDAs and other agreements can become null and void. If someone backs out of a contract with you, that contract is null and void, and you have grounds to sue them.
If you're interested, I can refer you to an attorney who can assist you pro bono. It's also a good idea to reach out to other disgruntled employees for statements. If the contracts weren't fulfilled, you have every right to sue, and you won't need to pay any upfront costs.
